What is the Level 2 Adult Social Care Certificate?

The Level 2 Adult Social Care Certificate is a new nationally recognised qualification developed by the Department of Health and Social Care (DHSC) in conjunction with Skills for Care. Launching in June 2024, this qualification builds on the existing Care Certificate standards to equip individuals working in an adult social care setting with the foundational skills, knowledge and expertise needed to work effectively in the sector.

Unlike the existing Care Certificate though, this new qualification will be accredited to ensure its quality and portability when moving roles, reducing the cost of and time spent repeating training.

The Level 2 Adult Social Care Certificate will play a crucial role in ensuring that the highest quality of care and support is given to those needing it, while also providing those working in the sector with a clear career pathway.

Who is the Level 2 Adult Social Care Certificate for?

The new Level 2 Adult Social Care Certificate is for individuals aged 19+ working in direct adult social care roles. Eligible direct care roles include care workers and senior care workers as well as community support and outreach roles.

How is the Level 2 Adult Social Care Certificate funded?

£53.91 million in DHSC funding has been allocated to support 37,000 staff aged 19 and above and employed in direct adult social care roles to complete the new qualification between June 2024 and March 2025. Staff may be new to the profession or have existing experience.

Who will be eligible for funding?

Adult Social Care employers in England, in both Care Quality (CQC) regulated and non-regulated care settings, can apply for funding towards the cost of the new Level 2 Adult Social Care Certificate for new and existing employees working in direct adult social care roles.

To be eligible, employers must also be registered on the Adult Social Care Workforce Data Set (AS-WDS).

Further information on the reimbursement process will be shared here in due course.
